From my perspective, students' infomation is private. A university collects those pieces of  information because it needs. Once the information,for instance, names and addresses are released, students will be in danger. If the information about grade distributions is released, the self-respect of a student maybe hurt. In this way, a university is allowed to release information only when getting admission of students and use it properly.
