I don't think PC owner should be liable.The hacker invade PC when we don’t know. In a way, the PC owner are also victim. Sometimes even when they know their PC are invaded or under attack, they are helpless. And whether the owner installed proper firewalls, it is still possible for the hacker to invade PC successfully. As we all know, the firewall generally protect PC, not totally.
