About the first question,i think it's because it will be easier for computer to analyse,the 1 and 0 represent the true and false.it's gates,let electricity control the computer more eficient.

And the second problem,the ISO,ANSI,etc.have give a lot of standard of how to distinguish these data type,and the mathematicians  use two's complement to storing integers.
