Cornell History: First proctor December 10, 1910 Lt. Theodore Twesten begins his 17-year career as Cornell’s first proctor. Twesten had the responsibility of maintaining order at university events and handling issues of discipline or misconduct. A 20-year veteran of the Philadelphia police force, Twesten was also notable in that he was the only U.S. military survivor of Gen. George Custer’s Last Stand. Twesten had been en route with a message for Custer when the massacre at Little Big Horn occurred.
