Cornell History: First proctor December 10, 1910 Lt. Theodore Twesten begins his 17-year career as Cornell’s first proctor. Twesten had the responsibility of maintaining order at university events and handling issues of discipline or misconduct. A 20-year veteran of the Philadelphia police force, Twesten was also notable in that he was the only U.S. military survivor of Gen. George Custer’s Last Stand.
